Its a CD Rip with a bit rate of 256kbps.
Not sure what quality you are looking for in a lecture...
I can assure you there is no discernible difference in audio quality.
And I mean no offense when I say this but merely want to correct any misconceptions that you might have, I don't believe you actually have much knowledge of what you are talking about, so just grab the other file, there is no point in keeping two torrents running of the same lecture series.

VBR is just fine unless you have extremely complex music.

Its better to download from the first torrent for this torrent is not moving. Like Bro. Sulayman said Bro Momar might not be seeding. There are many people seeding and leeching as well.
